I work in 3D too (hello) and have trouble forgiving them for this even at no budget. If they had decent models and textures, they could have just under lit the whole shebang and gone for suggested detail in the background... kept the camera close up for lots of talking head action, and kept the animation budget right to the floor by using fast cutting. Instead its dull, bland, ugly and empty. This looks like a first year student project.
But your right, the director is clearly the biggest hurdle.
